Make someone into raid admin

Right now there is no way in the UI to make someone into an administrator on the raid site, so if we could have a way to make someone an admin (and also remove admin) via the raid site that would be awesome :)

For phpbb3 apps this will only update from phpbb, not allow you to set admins.

For login systems I will have an option to set super admins in the config files. These users will be able to set admins via the webpage.
