Timezone Switched Dates

Correct dates in system to what they should be for all past raids.

- State changed from new to hold
Switched the Rails timezone back to UTC and this solved it. Eventually will have to solve this but for now this lets people sign up for raids again.

Ok, while that solves the time problem, comparing to system time still screws up and you can't sign up.

Switched the raid.started? method to make it work right. Hack solution for now.

- State changed from open to resolved
Made a migration to save all the raid times in UTC instead of Pacific and site is set to pull them all out as Pacific times. If we want per user stuff we can do that later, for not this is all set.
